Fraud, corruption and other unethical behaviour does not occur in a vacuum. There are people who know what is going on. Some of these are internal, some are external. It is important that they are comfortable reporting fraud and relay the information to management as early as possible so that it can be acted upon.

Delays in identifying and reporting fraud, corruption and other criminal behaviours, or unethical or inappropriate conduct, increase the size of potential financial losses and expose an organisation to the risk of criminal proceedings, costly litigation and negative publicity.
